Criteria for Federal States

Our Interim Constitution has guaranteed that our Nepal will be Federal Democratic country. Many heated discussions are going on ways to implement the federalism. But what should be the criteria of Structuring Federal states? Should ethnicity and language also be major parameter for doing so or geography should be criteria. What do you think?
